The footage, which was posted in Reddit with the title “Cop points gun at surrendering young man then tries to break his arm” shows a Rocklin Police Department officer confronting a man who is face down and with his hands behind his back on the sidewalk.

After walking towards him while appearing to be pointing his gun, the officer can then be seen lifting up the man’s arm to twist and bend it while the man screams out in pain before placing him in handcuffs.

The 57-second clip was also posted on TikTok, where it has been viewed tens of thousands of times.

In a statement, the Rocklin Police Department said it is aware of a video circulating on social media which shows an incident that occurred on September 17.

Police said they received several calls from the public that day regarding a man who was “acting erratically, threatening employees, and causing customers to be afraid.”

The officer then arrived at the scene and detained the suspect for public intoxication. Police denied reports on social media that the suspect was suffering from a mental health crisis at the time of his arrest.

“The Rocklin Police Department will investigate this incident, and thoroughly review all related information, including Police Body Camera footage and videos circulating publicly, to ensure no violations of policy have occurred,” the department said in a statement.

“We value the input of our community and are vigilant in our efforts to provide a high level of service to our residents. We are committed to holding ourselves accountable and to being transparent about the process so that our community can feel confident in our actions.”

Speaking to KTXL, Rocklin Police Department Lt. Scott Horrillo, denied that the officer’s actions in the video were aggressive, adding that he did not appear to be pointing his gun directly at the man.

“Maybe other police officers were delayed to get there, so he wanted to make sure the person was under control so that no force was used,” Horrillo said.

Christopher Kershner of Police Crime Victims disagreed and said the footage was “awful to watch.”

He added: “It seems like it’s kind of business as usual though for police these days. They get away with anything.

“There’s no way that that was within the scope of that officer’s training. That officer needs to be held 100 percent accountable. He shouldn’t be on the force,” Kershner said.

The Rocklin Police Department has been contacted for an update on the investigation.
