Studio head Mark Lamia had this to say about dedicated servers:
Of course, we’ve known that Black Ops would include dedicated servers since the game was a rumor floating around on the internet. To hear studio head at Treyarch state their dedication to the idea is a great thing, though. Nazi zombies wouldn’t be as much fun unless you had full server control!
We’re working very hard to marry those two things, so people can run dedicated servers and also participate in the communal experience the console players get to have, given they’re all on first-party servers."
